The landmark 1996 Republican legislation that transformed the welfare system nationwide was vetoed twice by Bill Clinton. Finally, under intense pressure, Clinton signed it at the third passage. Welfare reform was spectacularly successful, so not only does Clinton now claim credit for welfare reform, but, you guessed it, so does the junior senator from Massachusetts.
